Hazard Description The thorn hedge on the west side of Mill Lane has been flailed leaving a thick carpet of dangerous trimmings all across the road. No attempt has been made to clear up and to ride through this would result in a near certainty of a puncture. This is one of the worst examples I have seen for many years. The 1980 Highways Act makes it an offence to obstruct the highway or interrupt (delay or Impede) injure or endanger any user of the Highway. Our party of 16 cyclists were forced to carry their bicycles along this section. To have ridden would not only have resulted in punctures but would also have risked serious injury as large hedge trimmings of this nature can jamb between a tyre and mudguard causing a cyclist to crash as I have witnessed in the past. This is clearly an offence under the 1980 Highways Act and not only should the road be cleared and made safe but the perpetrator should be prosecuted.
