Unfortunately the area is not maintained by Torfaen County Borough Council. It is our understanding that the road is actually owned by the rail network.

Trains Wales. To explain, we own the land in question but we have leased the
operation and maintenance to the train operating company Arriva Trains Wales.
Therefore, it will be their responsibility to investigate and repair this issue. I
have pasted below a copy of our ownership map. Any land highlighted in red is
leased to the train operating company whereas the land highlighted in green is owned
and maintained by Network Rail. Land that is not shaded is not under the ownership
of the railway.
